The film follows a cat-and-mouse game between two good friends: one a cop, and the other a "setter" who arranges brilliant students in place of weak students to appear in examinations.。故事发生在上个世纪70年代英国统治下的香港，万天鹰因为有英国人做靠山，横行霸道逼良为娼，铁记饭店老板娘铁姐（徐冬冬饰）带领手下员工小豹子（谢苗饰）等人对峙恶势力，为老公复仇，最终还香港和平与安宁。
